uh, let's hang out another time

so I have this person in my life that I really like to hang out with. But everytime he says he'll call, he doesn't. Or we'll make plans to hang out and he either goes without me or calls and says that we'll have to reschedule. Well, "mr. i'll call you later" I'm tired of it.
